ACCG Insurance GHBP: Group Health Benefits Program
The ACCG-Group Health Benefits covers Georgia county government employees for health insurance; counties choose from a fully-insured program and a self-insured program. Since the first 9 counties joined together on October 1, 1992 the program has grown to cover over 60 members and is managed by a seven-member Board of Directors made up of County officials.
Benefits under the ACCG Health Program are administered by Anthem Blue Cross and Blue Shield (formerly known as BCBS of Georgia). Anthem BCBS contracts with doctors and hospitals to care for your employees have demonstrated larger discounts than other insurers, saving counties millions of dollars. ACCG staff and Anthem representatives can provide more information and quotes for interested counties.
A principle reason the ACCG developed a health insurance program was the hardship counties experience from volatile and unpredictable rate changes typical in the private health insurance market. To reduce rate volatility, the ACCG has worked closely with Anthem BCBS to reduce administration costs, manage care effectively, develop custom underwriting models, build wellness programs at county facilities, and accumulated a Rate Stabilization Reserve Fund. This fund is available to partially offset future increases.
The ACCG Health program uses many of the same strategies as the ACCG workers’ compensation and property and liability programs that have successfully moderated rate increases and minimized administrative costs.
ACCG is continuously working with Anthem Blue Cross and Blue Shield to enhance the coverages and benefits of the program to meet the ever-changing health needs of county employees. Currently TeleMedicine benefits are growing rapidly.
